Housing Needs Assessment

The FVRD is completing a housing needs assessment to understand current and future planning needs related to housing in each of our Electoral Areas. The primary purpose is to identify and describe the key needs and gaps in the FVRD’s housing system. This will be used as a foundation for planning and decision-making related to housing over the next five years. The assessment process and report itself will not result in specific new policy, but will be used to support and inform future changes to Official Community Plans, Zoning Bylaws, Regional Growth Strategies and others. The final report will provide distinct individual snapshots for each Electoral Area as well as address a region-wide context.

This work is being led by CitySpaces Consulting, an urban planning consultancy focused on housing and social planning with a long-term commitment to “building lasting, livable communities” across Western Canada.

As of 2019, every local government in BC is legislatively required to undertake a housing needs assessment by April 2022, and every five years thereafter. You can find detailed information about this legislation and report requirements on the provincial government’s website.

Timeline

The assessment process will occur over the next four months, with a final report scheduled for completion in December 2020. The key stages are outlined below:

Engagement Activities

A key part of the assessment process involves hearing from community members (that’s you!!), and we need your help! Over the next two months, a number of engagement activities will be available for you to share your thoughts and experiences.

In light of physical distancing measures to slow the spread of COVID-19, all engagement will be virtual.

Survey

  • A survey will be the primary method of hearing from the wider FVRD community. This is your opportunity to share and reflect on your experiences, challenges, and successes related to housing.
  • The survey takes approximately 10 minutes to complete.
  • Thank you for taking the time to share your thoughts! Please share this survey with your friends and neighbours in the FVRD!
  • Please complete the resident survey by October 23, 2020.

Focus Groups

Virtual focus groups will be held with key community stakeholders and service providers who work to address housing challenges in the FVRD. The focus groups will collect a wide range of information from diverse voices, while also serving as a learning opportunity for participants on housing issues in their communities.

Key Informant Interviews

Longer one-on-one interviews will be held with community members who have valuable insights into housing issues in their communities and who may be unable to attend the focus group sessions. These interviews will serve to deepen the understanding of key issues and challenges identified through previous engagement activities.
